1. DISPENSATIONS
a) The teams that will compete in the Hermos League Of Embassies will compete in groups that each has 5 (five) teams. After 4 matches in their groups, if they are in the top 4 places, they will advance to the next round. The event will continue with a single competition elimination method after this round. The number of teams and status in the group may vary depending on the number of participants.
b) At the end of the group competitions, if two or more teams are equal in points, the following criteria are considered respectively ;
- A score table is formed from the matches played by the teams with equal points and the
double average is checked.
- General average,
- Number of golden goals,
- Defaults (The team with no forfeit is placed in the top place.),
- Yellow and red cards in group competitions (yellow card equals to one point and red card equals to three points. The team with the lowest penalty points is placed at the top.),
- If the equality still continues, a lottery will be drawn between the relevant teams.
c) In competitions that end in a draw in the qualifying rounds, the penalty shoot-out goes directly.
d) The equivalent in the organization of the competitions that result in a forfeited loss penalty is the registration of the competition with a 10-0 defeat against the penalty applied team.
e) Two forfeited teams are expelled from the tournament. In the previous matches and the remaining matches, the team is declared to be defeated by forfeit 10-0.
f) Each team must be ready with at least 5 players in the stadium at the start time of the match. Otherwise, forfeit penalty will be applied to the relevant team. The organizing
committee has the right to change the time and place of the competition when it deems necessary.
g) In the Hermos League Of Embassies, the rule of thumb applies. Throw-in is taken by hand. If the wrong crown is used; throw-in changes hands.
h) In competitions, it is forbidden to interfere with the opponent by sliding from the ground. In case of this interference, the match referee slips and decides an indirect free kick against the team of the player who made the interference. Sliding tackles made by the players outside of the opponent's playing distance are allowed.
2. NUMBER OF PLAYERS AND QUALIFICATIONS
a) Each team consists of a minimum of 8 and a maximum of 15 people.
b) The matches will be played in teams of 8, consisting of 1 goalkeeper and 7 players. In cases where the size of the field where the competition is played requires, it can be played with 8 teams consisting of 1 goalkeeper and 7 players.
c) The participating teams that will take part in the Hermos League Of Embassies must be employees of embassies, attachés or consulates as of the tournament start date.
Example: Hermos League Of Embassies Season 1 start date is 06.05.2023; All players who will play this term must have taken insurance at the embassy they attended on or before 06.03.2023.
d) Up to 6 players from their own country can be played in an embassy team. These 6 players must have the following features; 6 players to be recruited from outside the embassy
*All 6 of the 6 players can be from their own country, but a maximum of 2 of them can be from different nationalities, at least the other 4 must be citizens of their own country.
*2 of the 6 players must be at least +18 years old and the other 4 must be +30 years old.
g) There can be a maximum of 1 person from another country in its staff. The person in question must be +30 years old.
h) Participating embassies cannot include players with a professional football license in the official team list of 15 people. For ex-professional players to be in the team, at least 1 year must have passed between the contract expiration date and the tournament start date.
i) Participating embassies cannot include players with a Regional Amateur League (RAL) football license in the official team list of 15 people. For ex-RAL players to be in the squad, at least 1 year must have passed between the date of the last RAL match and the start of the tournament..
j) Every player who obtained or renewed an amateur license (Super Amateur, 1st Amateur, etc.) 1 year before the start of the relevant season or more, is in the status of "amateur player". (Players who received license on 06.03.2022 and later for 2023 Season 1)
k) Participating embassies can have only 1 (ONE) amateur player with active (license) amateur license (excluding RAL) within the official team list of 15 people..
l) Professional and Amateur player license inquiries are made through TFF (Turkish soccer confederation) Knowledge Base.
m) In Hermos League Of Embassies, if a player on the roster quits while the event is in progress, his presence in the team is automatically terminated The team must notify the Central Disciplinary Committee of this situation and remove the player in question from the roster and not play again If a player in this situation plays for the said team, a penalty of forfeit loss will be applied to the relevant team in that match.
n) If the teams pass the group stage and enter the qualifying competitions; within the first week after the end of the group stage, they have the right to transfer 2 players to their team. The players to be transferred must comply with the player qualifications specified in Article. 2. Teams can have maximum 15 people. Teams with 15-men players must remove existing players from their teams in order to transfer.
3. CLOTHING AND EQUIPMENT OF PLAYERS
a) In Hermos League Of Embassies, teams are obliged to participate in the competitions with uniforms. Teams must get approval by sending their jersey photos to [email protected] 10 days before the start date in the relevant Hermos League Of Embassies. If the match referee considers that there may be confusion due to the similarity of the jerseys of the two teams, the team determined by the draw to be carried out by the match referee plays with the vests provided by the Organizing Committee.
b) Players who want to warm up on the field before the competition must wear a vest or
sweatpants.
c) Competing team players can play with plastic cleats and astroturf shoes. Screw cleats are prohibited. He is authorized to request that the player change his shoes, if the match referee considers that the player's shoes may harm the health of the opponent.
d) It is forbidden to wear jewelry that can cause injury. (Glasses, watches, rings, necklaces, bracelets, etc.) Otherwise, all responsibility that may arise belongs to the team.
e) Competitions will be played with fully professional competition balls provided by the Organizing Committee.
f) All players are required to use leggings and kick pads during the competition.
g) All teams that will compete in the competitions are obliged to fight with a full team jersey (shirt-shorts-leggings). If one or more players of the teams do not go to the field with the full team uniform, the match referee indicates this situation in the competition report. The relevant team is given a one-time warning by the Central Disciplinary Committee. If one or more players from the same team repeat the full team jersey violation in the following competitions, the offending player(s) cannot participate in the next competitions.
4. PLAYER SUBSTITUTION
a) In Hermos League Of Embassies competitions, teams have unlimited substitutions. The player who will enter the game comes to the match referee who controls the changes and makes the change by making hand contact with the player who will leave without waiting for the game to stop. It is up to the coach (team captain in teams without a coach) to determine the players to be replaced and their time.
b) A player who leaves the game can re-enter the game with a new substitution.
5. TECHNICAL TEAM AND MANAGERS
a) The team manager and coach identified during the participation can be found with the team in technical areas such as the locker room, corridor and playground. Unidentified persons are prohibited from being in the specified technical areas.
b) Managers and coaches defined by the teams can be changed for once, provided that they declare the relevant change documents in writing during the weekdays and working hours before the competition. Changes to be made on the day of the competition are not accepted.
c) The coaches and managers identified by the teams must behave in a responsible manner. In case of unsportsmanlike behavior of these persons on and off the field, they and, where deemed necessary, their teams will be referred to the Central Disciplinary Committee and the necessary disciplinary penalties will be applied.
e) Team captains have full authority over their team in the absence of the manager and coach. They must assist all organizational officials on and off the field in a manner that is in compliance with the rules of the Hermos League of Embassies.
6. AUDIENCE / FANS
a) It is strictly forbidden for spectators or substitutes to enter the field of play without the permission of the match referee.
b) Teams competing in the Hermos League of Embassies are responsible for the behavior and conduct of their spectators. It is the responsibility of the team to ensure that any person who is determined to be a fan of a team by the competition report does not act in an unsportsmanlike manner towards the organizers, referees, opposing players or fans and does not comply with the rules specified for the playing field. In such cases, if the Central Disciplinary Committee determines that there is a connection between the relevant spectators and the team; the necessary disciplinary punishment will be applied to the relevant team. In addition, the participating embassy is responsible for any material damage caused by its spectators and players to the goods, machines and devices in the event area during the event.
7. REFEREES
a) Each competition in the Hermos League of Embassies is officiated by referees appointed with full authority to apply the rules of the game. The decisions of the competition referees regarding the game are final.
b) Referees and field coordinators represent the organizing committee throughout the competition. The decisions of the match referees, both on and off the field of play, are nonnegotiable. The Central Disciplinary Committee has the sole authority to appoint the referees, teams do not have the right to choose the referees.
c) The match referee has the authority to show a yellow or red card during the period from the players' entry to the field of play until their exit from the field of play (normal competition time, half-time, serial penalty shoot-outs).
d) If the match referee is temporarily unable to officiate the game for any reason, the match may continue under the supervision of the field coordinator.
e) In cases where the referee believes that one or more players may disrupt the discipline in the game and have the psychology to be dismissed from the game with a momentary anger, he/she uses the white card in order to protect both the game discipline on the field and the players. The white card player leaves the field of play under the control of the field coordinator and waits outside the field of play for 5 minutes. During this period, a substitute player of the team concerned may enter the game in place of the player penalized with a white card. The player whose penalty period has expired may re-enter the game with the permission of the match referee. The white card is not related to the yellow or red card. This card is not a penalty but a protection element. It is a chance for the player to calm down and not commit an infringement that will result in expulsion from the game.
8. DISCIPLINARY BOARD
a) The Fairplay Events Central Disciplinary Board is responsible for the public order of the Hermos League of Embassies and is the judicial body of the League. It meets on a certain day of the week and evaluates the events that have occurred during the week and takes the necessary decisions.
b) In Hermos League Of Embassies, unsportsmanlike attitudes and behaviors (fighting, swearing, etc.) on and off the field are subject to disciplinary action by the Fairplay Events Central Disciplinary Committee.
c) The Fairplay Events Central Disciplinary Committee takes into account the disciplinary history of the player and the team when imposing penalties.
d) A player who receives a red card in the competition will be banned from at least 1 (one) competition.
e) The Fairplay Events Central Disciplinary Committee has the authority to impose disciplinary sanctions on any team or player it deems to have threatened the elements of enjoyment, regardless of the cards shown in the competition.
f) The Central Disciplinary Board consists of the Provincial Disciplinary Board Presidents of the 16 provinces where Fairplay Events operates.
9. SUSPENDED COMPETITIONS
a) In the event that a competition in the Hermos League of Embassies cannot continue due to a player's life-threatening injury (the Competition Referee must confirm the severity of the injury), the competition will be suspended. The competition will be resumed on the day and time to be determined by the Organizing Committee.
b) In the event that a competition in the Hermos League of Embassies is suspended for disciplinary or safety reasons, the competition will be referred to the Fairplay Events Central Disciplinary Committee. The Board may decide to replay the match, continue the match from where it left off, forfeit the match to one of the two teams, register the match with the current score, ban both teams from all Fairplay Events competitions or impose a point penalty on the teams.
10. OBJECTIONS
a) Teams must submit any objections regarding the competitions within 48 hours at the latest after the end of the competition, TR………………………………. IBAN (Fairplay Events is the official bank account) with a copy of the receipt of 1.000,00 TL with the description of "Competition Appeal" sent to the account (Fairplay Events is the official bank account) via email to [email protected]. Objections exceeding this deadline will not be taken into consideration.
b) If the appeal is justified, the cost of the appeal will be reimbursed to the participating Embassy.
11. ORGANIZATIONAL RESPONSIBILITIES & SITE FUNCTIONING:
a) The Organizing Committee appointed by Fairplay Events has the authority to decide on all matters related to the organizational structure of Hermos League Of Embassies.
b) The Organizing Committee appointed by Fairplay Events has the authority to decide on all matters related to the organizational structure of Hermos League Of Embassies. .
c) Information about the organization such as news, announcements, competition results and competition schedules will be published on www.leagueofembessies.com.tr. It is the teams' own responsibility to follow the published information and the Organizing Committee cannot be held responsible for any damages arising from not following the information.
d) Teams and players who have been banned or suspended from all Fairplay Events competitions by the Fairplay Events Central Disciplinary Committee for violating the rules cannot claim any financial or moral rights.
12. HEALTH
a) The Organizing Committee is obliged to have at least one first-aider on site at every competition held at the Hermos League of Embassies in order to provide first aid in case of health problems. However, all participating players are responsible for their own health. Anyone with a medical condition that prevents them from playing sports should not participate in the event.
b) People over 45 years of age can participate in the competitions by declaring a medical report from a doctor stating that they are "fit for sports". Fairplay Events is not responsible for any failure to declare a medical certificate.
c) Fairplay Events cannot be held responsible for any material and moral damages that may be incurred by the teams or players as a result of the failure of the teams to take precautions and unforeseen reasons in health-related matters.
13. AWARDS
a) At the end of the season, the Champion team wins the title of Hermos League Of Embassies 1st Champion. The champion team receives the Champion's Cup and the coach and players receive medals. The players of the second, third and fourth place teams receive medals and the embassy official receives a plaque.
b) The champion team is entitled to participate in the European Championship, the Euro Business Cup event organized by Fairplay Events. The accommodation, meeting, in-field activities, transportation and transfer costs of the players and technical director registered in the 15-person squad of the teams that have the right to participate in the European Championship are their own.
c) The Organizing Committee reserves the right to make changes to the announced awards.
